Blueberry Hill Estates Selected to Showcase Modern Manufactured Housing for Massachusetts Housing Initiative

Sturbridge, MA | October 2026

JW Management & Sales, Inc. was proud to welcome Massachusetts Lieutenant Governor Kim Driscoll, Secretary of Housing and Livable Communities Juana Matias, and other state and local officials to Blueberry Hill Estates in Sturbridge, Massachusetts, for the announcement of the state's new Move-In Mass housing initiative.

Blueberry Hill Estates, a 55+ manufactured home community developed by JW Management & Sales and its affiliated ownership, was selected as the location for the announcement to showcase the quality, design, and innovative construction methods of today's manufactured homes.

Showcasing the Evolution of Manufactured Housing

During the visit, state officials toured several completed homes at Blueberry Hill Estates, experiencing firsthand the quality, craftsmanship, and modern features available in today's factory-built housing.

The event highlighted the potential for manufactured housing to play an expanded role in addressing Massachusetts' need for additional housing opportunities.

For JW Management & Sales, the announcement represented an opportunity to demonstrate what the manufactured housing industry has been delivering for generations: quality homes built through an efficient construction process.

Over 75 Years of Manufactured Housing Experience

The family behind JW Management & Sales has been involved in the manufactured housing industry for more than 75 years, with experience spanning manufactured home sales, installation, community ownership, management, and development.

Today, that tradition continues through projects such as Blueberry Hill Estates, where modern manufactured homes are combined with thoughtfully planned community infrastructure and professional development.

Justin Stelmok, who develops Blueberry Hill Estates alongside his father, John Stelmok, also serves on the Board of Directors of the Massachusetts Manufactured Housing Association (MMHA), helping advocate for the industry and its role in meeting the state's housing needs.

Factory-Built Housing as Part of the Solution

Massachusetts' Move-In Mass initiative seeks to expand opportunities for homeownership by encouraging the use of factory-built housing.

Manufactured homes offer several advantages, including efficient construction, consistent quality, and the potential to reduce the time required to deliver completed homes.

However, the cost and availability of housing depend on more than the home itself. Land acquisition, site preparation, infrastructure, utility connections, and local permitting all contribute significantly to the overall cost and timeline of development.

The visit provided an opportunity for JW Management & Sales to share practical experience with these challenges and discuss how factory-built housing can contribute to future housing development across Massachusetts.

While Blueberry Hill Estates is a privately developed 55+ land-lease community and is not part of the Move-In Mass homeownership program, its completed homes provided an opportunity to demonstrate the construction methods and quality that the initiative aims to encourage.

Looking Ahead

JW Management & Sales is grateful to Lieutenant Governor Driscoll, Secretary Matias, the Massachusetts Executive Office of Housing and Livable Communities, and the state and local officials who participated in the event.

As Massachusetts explores new ways to expand housing opportunities, JW Management & Sales looks forward to continuing its involvement in the manufactured housing industry and demonstrating the important role factory-built homes can play in the future of housing.
